USA downgraded in global ratings report on civic freedoms
- Country downgraded from “Narrowed” to “Obstructed”
- Deployment of Marines and National Guard to quell protests
- Press freedom under attack as journalists face arrests and intimidation
- Pro-Palestine students and academics under mounting pressure with visa threats, investigations, and arrest
The CIVICUS Monitor has downgraded the United States of America’s civic space rating, reflecting a sharp deterioration of fundamental freedoms in the country. The People Power Under Attack report now rates the USA as “Obstructed” following a year of sweeping executive actions, restrictive laws, and aggressive crackdowns on free speech and dissent.
The downgrade comes following Donald Trump’s return to office in January 2025, which triggered a wave of measures undermining democratic institutions and civic freedoms. The report flags a drastic surge in violations of the rights to freedom of expression, association, and peaceful assembly.
“The backsliding on rule of law and fundamental freedoms in the United States is truly alarming,” said Mandeep Tiwana, secretary general of CIVICUS. “We are witnessing a rapid and systematic attempt to stifle civic freedoms that Americans have come to take for granted, such as critiquing authorities and protesting peacefully.”
Militarised crackdown on protests
Authorities used heavy-handed tactics against large-scale demonstrations, including mass arrests and excessive force. In June 2025, the Trump administration escalated militarisation by deploying 700 Marines and 2,000 National Guard personnel to Los Angeles for 40 days in response to protests against aggressive immigration raids. The unprecedented use of the military and ICE to police peaceful gatherings and migrant communities, sparked widespread condemnation. It has raised serious concerns about federal overreach and constitutional rights.
These crackdowns disproportionately affected communities already facing systemic exclusion, including migrants and racial minorities, deepening patterns of discrimination and vulnerability.
“Community power and strategic responses from civil society organizations have demonstrated that such efforts to erode rights and liberties will not go unchallenged,” said Deborah Makari, the civil society rights and resiliency project officer at the Charity and Security Network (C&SN).
“The actions of President Trump and his cabinet members resemble those of a king and his courtiers,” said Tiwana. “These actions don’t align with a democratically elected administration that is ultimately answerable to the people and their representatives.”
Escalating repression against pro-Palestine activists
Throughout 2025, students, academics and community organisations expressing solidarity with Palestine have experienced heightened harassment. Universities have suspended student groups and opened investigations under broad and vague accusations of “material support for terrorism.”
Foreign-born students and faculty have been disproportionately targeted, facing disciplinary actions, visa threats, and professional retaliation for supporting Palestinian rights. The CIVICUS Monitor reports that activism connected to Palestinian rights has triggered detentions, interrogations at airports, and arrests during demonstrations.
Media freedoms under attack
Under President Trump, access to public information and press freedoms have sharply declined. Journalists covering protests have faced arrests and physical assaults. Government officials have intimidated media outlets reporting unfavourably on the administration. Examples include the Federal Communications Commission threatening broadcast licenses and the President strategically suing media to silence criticism.
In addition, the Trump administration revoked federal funding for NPR and PBS, dismantling public broadcasting, and launched the state-run “White House Wire” to control messaging. These actions, combined with efforts to sideline critical outlets from core government functions and foreign travel, reflect a systematic attempt to dominate the media landscape and silence independent journalism.
Global context and call to action
This year the USA’s score dropped 6 points from 62 to 56 points, moving it from the second highest tier “Narrowed” to the middle tier “Obstructed”. An “Obstructed” rating means civic space is heavily contested, with authorities imposing legal and practical constraints that restrict the full enjoyment of fundamental rights. In 2025, the USA joins the ranks of 39 countries worldwide classified as “Obstructed” including Hungary, Brazil and South Africa. Alongside the USA 14 other countries have been downgraded, including France, Israel and Argentina.
“As the USA prepares to mark 250 years since the American Revolution, we urge the government to course-correct and uphold the civic freedoms enshrined in the Declaration of Independence and the Constitution,” said Tiwana.
The CIVICUS Monitor calls on the U.S. government to stop criminalising peaceful protesters, protect journalists and activists, safeguard the rights of diverse communities, and end political interference in universities and public institutions.

El CIVICUS Monitor ha rebajado la calificación del espacio cívico de Estados Unidos, lo que refleja un fuerte deterioro de las libertades fundamentales en el país. El informe People Power Under Attack ahora clasifica a EE UU como “Obstruido” tras un año de amplias acciones ejecutivas, leyes restrictivas y contundentes represiones contra la libertad de expresión y el disenso.
El cambio se produce tras el regreso de Donald Trump a la presidencia en enero de 2025, lo que desató una ola de medidas que socavan las instituciones democráticas y las libertades cívicas. El informe señala un drástico aumento en las violaciones a los derechos de libertad de expresión, asociación y reunión pacífica.

Represión militarizada de las protestas
Las autoridades respondieron a las manifestaciones masivas con tácticas cada vez más agresivas, incluyendo detenciones en masa y uso excesivo de la fuerza. En junio de 2025, la administración Trump intensificó la militarización desplegando 700 marines y 2.000 efectivos de la Guardia Nacional en Los Ángeles durante 40 días en respuesta a protestas contra redadas migratorias agresivas. El uso sin precedentes del ejército y de ICE (Servicio de Control de Inmigración y Aduanas, por sus siglas en inglés) para vigilar reuniones pacíficas y comunidades migrantes generó una amplia condena. También despertó graves preocupaciones sobre el alcance federal y los derechos constitucionales.
Estas acciones afectaron de forma desproporcionada a comunidades que ya enfrentan exclusión sistémica (incluidos migrantes y minorías raciales), lo que profundiza patrones de discriminación y vulnerabilidad.
“La fuerza comunitaria y las respuestas estratégicas de las organizaciones de la sociedad civil han demostrado que estos intentos de erosionar derechos y libertades no quedarán sin respuesta”, señaló Deborah Makari, responsable del proyecto de derechos y resiliencia de la sociedad civil en Charity and Security Network (C&SN).

Las universidades han suspendido grupos estudiantiles y han abierto investigaciones bajo acusaciones amplias y vagas de “apoyo material al terrorismo”.
Estudiantes y docentes nacidos en el extranjero han sido especialmente afectados, enfrentando medidas disciplinarias, amenazas inmigratorias y represalias profesionales por apoyar los derechos del pueblo palestino. El CIVICUS Monitor detalla que el activismo vinculado a Palestina ha derivado en detenciones, interrogatorios en aeropuertos y arrestos durante manifestaciones.
Libertad de prensa bajo ataque
El acceso a la información pública y la libertad de prensa han disminuido drásticamente bajo la actual administración. Los periodistas que cubren protestas han sido arrestados y agredidos físicamente. Funcionarios del gobierno han intimidado a medios que informan de manera crítica sobre la administración. Entre los ejemplos figuran amenazas de la Comisión Federal de Comunicaciones contra medios que cuentan con licencias de radiodifusión y demandas estratégicas del Presidente para silenciar a la prensa.
Además, la administración Trump revocó la financiación federal para NPR y PBS, desmantelando de esa forma la radiodifusión pública. Al mismo tiempo, lanzó el medio estatal “White House Wire” para controlar el mensaje. Estas acciones, junto con los intentos de apartar a medios críticos de funciones esenciales del gobierno y viajes oficiales, reflejan un esfuerzo sistemático por dominar el panorama mediático y silenciar al periodismo independiente.
Contexto global y llamado a la acción
La puntuación de Estados Unidos cayó este año 6 puntos, de 62 a 56, pasando del segundo nivel más alto (“Estrecho”) al nivel medio (“Obstruido”). Esta calificación indica un espacio cívico fuertemente disputado, donde las autoridades imponen obstáculos legales y prácticos que limitan el pleno ejercicio de los derechos fundamentales. En 2025, EE. UU. se suma a los 39 países clasificados como “Obstruido”, entre ellos Hungría, Brasil y Sudáfrica. Otros 14 países han sido degradados, incluidos Francia, Israel y Argentina.
“Mientras Estados Unidos se prepara para conmemorar 250 años desde la Revolución Americana, instamos al gobierno a corregir el rumbo y defender las libertades cívicas consagradas en la Declaración de Independencia y la Constitución”, afirmó Tiwana.
El CIVICUS Monitor insta al gobierno estadounidense a dejar de criminalizar a manifestantes pacíficos, proteger a periodistas y activistas, salvaguardar los derechos de comunidades diversas y poner fin a la interferencia política en universidades e instituciones públicas.a
