EXPRESSION and ASSEMBLY

Art exhibition cancelled for national security reasons

On 23rd May 2025, the municipality of Escaldes-Engordany decided to “close” an exhibition at the Forbidden Art Museum Andorra due to "fear for national security". The exhibition entitled “Censorship is the curator of this exhibition” was cancelled hours after it was inaugurated. It contains works that have been banned or censored and, among others, the cover that the French satirical magazine Charlie Hebdo published a week after the 2015 jihadist attack.

The municipality of Escaldes explained that they were committed to freedom of expression and the promotion of a critical culture, but decided to have this cover removed by taking into account the context of high terrorist alert that exists in both the French and Spanish state and the proximity to the beginning of a sporting competition. The curator of the exhibition and artistic director of the museum, Carles Guerra, chose not to remove one artwork but to cancel the entire exhibition.

Following the cancellation, the Museum of Forbidden Art called for a rally to "denounce a serious act of institutional censorship that violates artistic and expressive freedom" and to defend creative freedom and against any form of repression. Around 30 people attended.

ASSOCIATION

Agreement between employers’ associations and unions to reform labour relations law

On 23rd September 2025, the employers' association and the unions reached an agreement during the Economic and Social Council to change the Labour Relations Act to facilitate the collective representation of employees in the private sector. According to the Andorran Business Confederation (CEA) and the Union of Andorra (USdA), the reform simplifies electoral processes and offers more guarantees to workers.

The Government promoted this agreement and will present a project to reform labour legislation in October, in particular Title IV of the law that regulates the collective rights of employees, and Title V that regulates collective bargaining.
